Presumably a missing test dependency on mercurial. Or rather, that test should be skipped when mercurial isn't installed. Disabling tests for now; we'll hit this again if it's still an issue at the time of the 27.1 pretest (and I'll report it upstream then. They were originally disabled b/c of some issues where Mercurial was not installed, but I can't hit that now. For 29.x, one of the failing tests is already fixed (files-tests-file-name-non-special-file-in-directory-p).
