emerge --info vhba

package has installed /lib/udev/rules.d/69-vhba.rules as:

# do not edit this file, it will be overwritten on update
#
KERNEL=="vhba_ctl", SUBSYSTEM=="misc", TAG+="uaccess"

but here no later applied udev rule 'activates' this uaccess thingie.

tweaking rules and /etc/groups brings up a working workaround ( cf https://forums.gentoo.org/viewtopic-p-8114060.html?sid=35629f61fdad39e0fee2ffab0033567b ).

Please update the summary with the category/package affected.

Adding the "uaccess" tag causes udev to add permissions for any user accounts that are logged in locally on a physical console. This requires that systemd-logind be running.

So how is it supposed to work on eudev based system such as here?

Please update the summary as requested.
