Vsftpd can be run as a standalone server with no need of xinetd, but requires it as an install dependency. If a xinetd is not being used, this results in an unused package being installed. It should be a USE flag or prompted option of soem sort.

Steps to Reproduce:
1.USE="-*" emerge -pv vsftpd
2.
3.

Actual Results:  
xinetd and vsftpd are installed

Expected Results:  
vsftpd only installed

Just a suggestion, the dependency limits the users options. :)
