This is satisfied by minitest-5.3.3-r1.

Have you seen the last line, which gives the ruby-2.3.7 dependency?

No, I overlooked that. :-/ 

I guess this means a bunch of work on the rails packages. I should have some time next week to work on that.

    dev-ruby/activesupport: drop minitest restrictions

    for those versions that allow it.
