a3li has not shown any activity for a long time, and is nearing undertaker timeout.  As discussed around the GitHub incident, I think we should start removing his infra access.

I removed his:

- puppet access
- gitolite access to infra stuff
- cfengine bits

TODO: Still need to rotate root password. Will do that now.
