The HOMEPAGE in sci-electronics/pcb ebuilds (on both versions in the repo) is set to http://www.gpleda.org/.  This site has nothing to do with the project, and if you actually visit it you won't have much luck finding the way to the actual pcb homepage.

The correct homepage for this package is http://pcb.geda-project.org/
