here is an ebuild for rcsinfo, a (la)tex package which allows the RCS/CVS tag in a document to be parsed by (la)tex.  Info here:

this would fit in dev-tex.

Sorry for the delay. I rewrote it with latex-package.eclass
and committed. Please use latex-package.eclass if you
don't have to write src_install(), src_compile and pkg_post*()
manually. Thanks for your contribution.
