I would like to be able to decide for myself whether or not to enable telemetry at build time, as opposed to now, where it appears to always be forcefully disabled (at least according to about:preferences, where the checkbox is greyed out with a message that telemetry was disabled by the build configuration).  Ideally this would be a default-off USE flag, I think.

(As an aside, I thought I remembered finding where this was configured at build time in the relevant mozconfig eclass in the past, but was unable to do so now.  Is it controlled by a default-off configure flag now, or some other way?)

This is actually controlled by the debug useflag.
