gnupg-1.9.x has no handler for hkp ... see #16457

gpa-0.7 also gives a error that he cant find the hpk-thingie in gpg ... have a look at the gpa-0.7-ebuild, there is comment on gpgkeys_hkp and his dir ...

This is actually borked upstream, the tools are not yet ported.
