All other "meta" GLEPs about the GLEP process itself (i.e., GLEPs 1, 2, 28, and 43) are of type Informational. GLEP 45 should be changed to be of the same type.

Note: We don't need council approval for this change. From the 2006-01-12 council summary, https://projects.gentoo.org/council/meeting-logs/20060112-summary.txt:
"As stated on the mailing lists minor changes to GLEP's and the GLEP process is best left in the hands of the GLEP editors."
