dev-db/oracle-instantclient-12.2.0.1_p2 install include file in  /usr/include/oracle/12.1 bit they should go to 12.2

manually rename it to 12.2 allow dependent program to compile

This is done on purpose:
The "12.1" there actually is (similar to) the shared library version - also the DT_SONAME of libraries installed is "libclntshcore.so.12.1" for example.

Would you mind to elaborate about the problem your dependent program has here?

Most likely, build systems do determine the version number in
/usr/include/oracle/12.1/client/ from the sqlplus version number,
hence it might be better to match these version numbers.
