It has no functional replacement right now, so I'd say "no, we shouldn't remove it". First two open bugs seem duplicate of each other and not detrimental to main functionality; third is a feature request (if it should be a localepurge feature or not is also a question imho) and last is a QA warning that hopefully can be fixed if no alternative solution to the functionality appears soon enough. It cleans up translations you don't want, especially for packages that don't honor LINGUAS (almost all non-autotools using packages), and that's still useful to many people, I suspect.
