CVE-2017-14798 (https://nvd.nist.gov/vuln/detail/CVE-2017-14798):
  A race condition in the postgresql init script could be used by attackers
  able to access the postgresql account to escalate their privileges to root.

We are not affected by this.

This has been resolved nearly a year ago with bug 603716 and bug 603720.

Closing as invalid: Gentoo didn't use upstream runscript and was therefore not affected.
