Remove all polkit local authority files (*.pkla) from the kde-plasma/powerdevil package added because of bug 529186.

10-org.freedesktop.upower.pkla is completely useless as upower doesn't provide suspend or hibernate anymore, and the consolekit ones are no longer necessary as KDE's support for consolekit2 is good enough now.

Are you using consolekit2 and tested this with the files removed? I'm using elogind so cannot test myself.

Yes i have:

consolekit2: 1.2.0
kde plasma: 5.11
kde frameworks: 5.40
qt: 5.7.1
linux: 4.9.76-gentoo-r1
openrc: 0.34.11

And i tested before i submitted the bug

kde-plasma/powerdevil-5.12.4 is available without the installation of the pkla files. Please test and provide feedback.

Plasma 5.11.5 and with it the workarounds are gone.
