I have the same problem, and I found that after emerge libcork only install readme files:

# equery f net-libs/libcork
 * Searching for libcork in net-libs ...
 * Contents of net-libs/libcork-0.15.0:

Yes, it's the problem of libcork, and I've fixed it now.
