I apologize for the delay. We do require at least 5Mb/sec on all our rsync mirrors. If that is going to be throttled at 2.5Mb/sec, it wont meet the standards we wish to provide for our users. If you can raise that limit, I would be happy to work with you on getting your rsync mirror into rotation.
