This is strange, since this is in control-center: 

DEPEND="${RDEPEND}
        >=dev-util/pkgconfig-0.12.0" 



Please verify the integrity of your pkgconfig install, if possible reinstall it.

I tried: 
# emerge rsync 
# emerge -C pkgconfig 
# emerge control-panel 
Calculating dependencies   !!! Couldn't find match for control-panel; aborting. 
 
Now what is this?!

something very very wrong.

emerge -pe gnome , see if it finds anything there

it seems emerge -C gconf; emerge gconf solved the issue
