Why was KEYWORDS=~arm64 dropped?

Dirkjan Ochtman is planning to merge Cargo into dev-lang/rust. See bug #645498.

(Support for ARM64, PPC32 (big endian), PPC64 (big endian), PPC64 (little endian) etc. certainly should be provided...)

I use cargo-9999 which will be conflict with the stable cargo.
