apel-10.8 is still the newest upstream release. It is from 2010, and the repository at http://git.chise.org/gitweb/?p=elisp/apel.git had its last commit in 2012.

There appears to be a fork in the Wanderlust repository at https://github.com/wanderlust/apel with its last commit in January 2017. However the latest tagged version there is 10.6 (from 2003!). So not sure about the status.
