I want to suggest, to add (Discover)[https://github.com/KDE/discover] as package in kde-apps. It is going to be the default "app store" in KDE, based on PackageKit and exists quite a while now.

Of course there are several drawbacks using Portage with PackageKit as useflags are not shown (afaik). Anyway, there is a backend in PackageKit for Portage.

Apart from being useful on a Gentoo as Portage management tool it is meaningful as tool for Flatpak/Snap and as a tool to search software (it provides ratings and descriptions etc.).

I found a Gentoo ebuild in the ale overlay:

Category is wrong, this is part of Plasma not Applications. I was not interested so far in this package, but as a more capable and central installer instead of KNewStuff it might be.

For Portage administration, certainly not.

I think we should finalize this by adding use flag support at least.
