I've created a pand initscript start the bluez pan daemon (in network access point mode (NAP)) and setup ethernet bridging.
All you need is a vanilla kernel (or better ;-)) with ethernet briding and bridge-utils.
I hope this (or something improved) could make it into bluez-utils (maybe under a USE flag like +network)

we're slowly adding support for conf.d in the bluetooth init.d script. pand is one of the new things we are allowing users to enable through conf.d.

many further down the road we can either merge this with the gentoo netconfig stuff.

no, my pan script is more advanced, it creates an ethernet bridge.

what is brctl in the init script here? i can't find it in bluez-utils

It's from net-misc/bridge-utils

I suppose the functionality in net.bnep0 should be implemented as I describe in
93321.
