Steps to Reproduce:
1. emerge -pv app-text/xindy

Actual Results:  
app-text/xindy depends on dev-texlive/texlive-langcyrillic.

Expected Results:  
dev-texlive/texlive-langcyrillic should be a conditional dependency. The user should be able to disable an unwanted language.
