The ebuild calls 'l10n_for_each_disabled_locale_do rm_loc' which operates on LINGUAS, so it looks like it is regarded. The LINGUAS variable hasn't been deprecated, but is reverted to the standard gettext behaviour. What changes is that it will no longer be expanded into linguas_* USE flags. That functionality is taken over by the L10N variable. After the transition period, the linguas_* flags will be gone and you may remove them from your USE then. So assuming that its PLOCALES is accurate, the git ebuild should install only the locale in /usr/share/locale/ru/ for you (as "en" is implicit as source language).
