After upgrading sys-libs/readline from 6.3_p8-r3 to 7.0_p3, almost all packages got pulled in, except for sys-devel/bc

I could fix the issue by manually rebuilding sys-devel/bc-1.06.95-r1::gentoo.

I assume this is a bug and not intended?

The current stable bc ebuild has a too old EAPI to trigger automatic rebuild on readline changes. That's why we want to stabilize a newer bc version.
