Emerge is installing broken or failed ebuilds as there was no problem. 
tester ~ # emerge --version
Portage 2.0.51_pre20 (default-linux/x86/2004.2/gcc34/2.6, gcc-3.4.2, glibc-2.3.4.20040808-r0, 2.6.8-gentoo-r2 i686 AMD Athlon(tm) XP 2000+)

Basiclly xorg-6.8.0 installed after a failed build. I thought things were fine because X worked but nedit wouldnt build because image libs dont exist in /usr/include/X11 scince the emerge doesnt finsh. So I went to x-6.7.0-r2 same failure. So I did ebuild... install. The first thing emerge did was unmerge x6.8.0. Im in my broken x6.7.0-r2 now writing this.

 emerge xorg-x11 -uDp

These are the packages that I would merge, in order:

Calculating dependencies ...done!
[ebuild     U ] sys-apps/groff-1.19.1 [1.19] 
[ebuild     UD] sys-devel/gcc-3.4.1-r2 [3.4.2-r1] 
[ebuild     U ] x11-base/xorg-x11-6.8.0 [6.7.0-r2]

If you need them I have emerge and portage logs I can post.

If portage installed 6.8.0 even though there was a problem with the build, it's because the 6.8.0 ebuild didn't "die".

In looking at my logs I agree will file a new bug report on xorg-x11.
