Any time I try to upload attachments to bugzilla, I get the following page: 

This site can’t be reached

The webpage at https://bugs.gentoo.org/attachment.cgi might be temporarily down or it may have moved permanently to a new web address.
ERR_ACCESS_DENIED

Reproducible: Always

Steps to Reproduce:
1. Create bug
2. Click url to open created bug
3. Try adding attachment:
4. Select file from local
5. Enter description "build.log"
6. Click submit

It's the utterly stupid way your browser tells you that you don't have permissions to open that file.
