Default USE flags for dev-qt/qtlockedfile and dev-qt/qtsingleapplication should be the following:

+qt5 -qt4

Qt5 is the latest stable version of Qt. In Portage tree, all the Qt related packages switched from qt4 to qt5 except dev-qt/qtlockedfile and dev-qt/qtsingleapplication.
