On my system, ntpd from net-misc/ntp-4.2.8_p10-r1 does not set the time.

Steps to reproduce:

1. Set the clock to some seconds off, e.g. using "date --set".

2. Restart nptd:
$ /etc/init.d/ntpd restart

3. Wait for a while and check if the date has been fixed. You can also check /var/log/everything/current for a message such as: 
Dec 17 16:32:32 [ntpd] ntpd: time set +18.479243 s

For me, ntpd never sets the time.
However, I can successfully set the time using /etc/init.d/ntp-client.

I can also set the time using ntpd by passing the -q option. For example:

# /usr/sbin/ntpd -q -g

If I pass the -q option, the time gets set successfully.
If I do not pass the -q option, then the time never gets set.

Is your /etc/ntp.conf changed in any way from the default?
