sci-geosciences/qgis-2.18.14::gentoo seems to need
x11-libs/qwtpolar-1.1.1-r1::gentoo with +Qt4 flag, but QT4 has reached EOL

indicate it's possible to compile the master branch with qt5.

What is this bug about, exactly?

- Fix your qwtpolar USE flags (+qt4 -qt5) - not a bug.
- qgis future bump bug exists - bug 635798

As I already wrote above ^ that's not a bug, just set it straight (in /etc/portage/package.use).
