I had neither g77 nor f2c installed. The scilab 3.0 ebuild died therefor. The problem is that g77 is just the f77 use flag for gcc, not an other ebuild.
After emerging gcc with f77 it went all well.

Suggested to either emerge f2c or gcc with f77 ? Not sure about that.
