app-admin/needrestart installs /usr/sbin/needrestart which assumes that /sbin/service is present on the system. however, as per '2017-10-13-openrc-service-binary-removal' news item, this is no longer the case automatically:

"OpenRC 0.33 will remove the "service" binary, which was just a copy of
the "rc-service" binary.

If you only use rc-service this will not affect you. However, if you
still need the "service" command, you should install
sys-apps/init-system-helpers."

hmm, wouldn't the hard dependency cause problems for <sys-apps/openrc-0.33, of which there are still several versions in the tree?
