If I build a system with a kernel that does not have support for modules, I get warnings when i boot up like Fatal: could not find modules.dep

I don't think it's the modules initscript.. if i stop that, then start it, i don't get those errors.  When it's starting up, they happen after "caching service dependencies... Setting clock... FATAL blah blah"

I've seen this on every machine i build without module support.. rc-update del modules doesn't help, and I don't think that script is even the problem.

1. build system ffrom stage1, do not build module support in kernel
2. boot the machine
