user overlays (/usr/local/portage or otherwise) with the previous whirlpool, etc. hash format in the manifest fail to emerge if the manifests aren't rebuilt.

There doesn't seem to be any obvious user-facing notification via eselect news list.

the solution / workaround for these emerge failures seems to be a simple manifest rebuild.

I might've been able to post the error message if I had retain the log, and wasn't able to reproduce, unfortunately.

I've tried multiple packages at this point (with the old hashes) so it was likely just a failure for a single package in my overlay. Intent was to gather more info and then update the bug. Sorry for what was likely a false alarm.

Just a lapse in judgement. The specific details are due to an embarrassing mistake I've made more than once. This should never have been marked as a blocking bug because the circumstances were unrelated to the change manifest format.

sorry for the noise here and in #gentoo-proxy-maint too (as described in IRC log, it's unrelated to the manifest change I promise)
