blitz-1.0.1.ebuild

Blitz upstream has moved to https://github.com/blitzpp/blitz, and the library has seen a couple of releases since then.

Attached is a proposed ebuild for version 1.0.1, with a lot of improvements:
- multilib support
- explicitly depend on Python (necessary for building)
- fix building of PDF docs with recent Texinfo
- add dependencies for documentation building
- update to EAPI 6

I have tested the ebuild extensively on amd64, with different combinations of USE-flags. The test suite currently fails when USE=boost, because it hits a bug in Boost 1.61–1.65.1 (fixed in https://github.com/boostorg/serialization/commit/0ba417dd1c633e5bdf579ca69060c1911a0b478c).
