Long story short, many projects are using intersphinx which uses Internet access during doc building. While it's not fatal (i.e. network-sandbox just silently disables it), it'd be nice to eventually address the issue at the root and have the ebuilds not use network inadvertently.

I guess build_sphinx qualifies as a good enough solution to this.
