Please test and mark stable this version of rspec 2.99.0. This is needed for ruby23 compatibility.

ppc/ppc64/ia64 fail a few tests complaining about deprecations:
    bug #634690

Please advise if I should proceed with stabilization, wait for a larger package list or test things in a different way.
