The problem is that w/o dev-python/pbr isntalled the dev-python/tenacity package cannot be installed because of sandbox violation. It looks the same as https://bugs.gentoo.org/486264

yep, missing, in setup.cfg and setup.py.  Missed the dep while doing updates  fixed in place as it'd cause install problems
