That there isn't a package in the tree that depends on PostGIS having the ppc keyword doesn't mean it's vestigial. Its utility isn't strictly defined by third-party applications. PostGIS adds a wide range of spatial functionality to the PostgreSQL database, and this functionality can be, and is, used directly without a third-party interface.
