I found, this bug appears only building with klibc. According to dmraid-1.0.0_rc16-r3:20170907-194215.log, it took place.
klibc goes without libdl.so

Probably needs to be checked with dietlibc as well.

dietlibc & klibc support has been removed from dmraid
