`quickpkg PKG` creates incomplete binpkgs.

After inspecting the broken binpkg, the file structure seems to be there, but files seem to contain:
# empty file because --include-config=n when `quickpkg` was used

`quickpkg --include-config=y PKG` seems to create proper binpkgs.

The "broken" binary packages are a "secure default" added for bug 182428:

Since https://gitweb.gentoo.org/proj/portage.git/commit/?id=cff2c0149142843316e1851c2e73bcec30f08471, it treats all files as config files.
