app-text/texlive
		dev-tex/chktex
		dev-tex/dvipost
		dev-texlive/texlive-fontsrecommended
		dev-texlive/texlive-latexextra
...

Shouldn't that first one be texlive-core?

It's even worse to dep on tl-core: Without anything in dev-texlive/*, it is basically useless. Nothing works. And anything in dev-texlive pulls tl-core.

As for app-text/texlive dep, I think it makes sense here: It is a kind of latex editor with built-in compile commands. It makes sense to pull the meta and rely on users setting useflags there to get what they need for their documents.
The other option is virtual/latex-base but you lose the ability to set useflags.
