There should be an RDEPEND ebuild dependency between gentoolkit and rcs.


Reproducible: Always
Steps to Reproduce:
1. See bug #33382 for steps to reproduce. 
2. All you need to do is have a freshly emerge'd "system".
3. Then emerge gentoolkit and its dependencies.
4. Then run dispatch-conf when there are new files to update (which there were 4 after my "emerge system")




Data is lost when the user runs dispatch-conf without rcs installed.

rcs is optional for dispatch-conf and off by default. The patch on bug 33382 seems to me to be a better solution than forcing rcs on every gentoolkit user. Any reason this shouldn't be marked as dupe?
