After manually installing app-text/docbook-sgml-dtd-4.2-r2 app-text/docbook-sgml-dtd-4.4 the error was gone. Thus, this is very likely a dependency problem. I can confirm this. Installing the missing dependencies manually fixes the problem. This ebuild seems to rely on other packages pulling in the missing bits. For me, only the 4.4 dep was missing because other dependers already pulled in 4.2.
