There were 3 lines similar to "welcome this is the gentoo bugtracker" on the first page. I suggest to keep one of these and change the welcome text to:

Please read the Gentoo Bug Reporting Guide first. Read the Bot Policy before running a spider, bot or some automated process against the Gentoo bugzilla.

This makes it more tidy and the user can concentrate to the work.

perhaps we could even merge the "Gentoo Bug Reporting Guide" and "the Bot Policy" to "Gentoo Bugzilla Guide". 

And drop the sentence "Read the Bot Policy before running a spider, bot or some automated process against the Gentoo bugzilla."

We should try to avoid modifying the original templates whenever possible. I'm not sure if the welcome message from the orig. template is a problem.
