Bug 618700 – dev-lang/ocaml: broken ebuild in Prefix overlay

ocaml-patches-4.tar.bz2 isn't on the mirrors anymore, and ebuilds that used it are long gone from the main tree.

Gentoo should really stop removing things, there are so many problems that arise from this...

We were a couple of years behind on this one.
