Add netiquette (sync) warning to main site's mirror section. I think presently this warning is only visible over rsync://; we need it visible over https as well.

Old message was: "Please note: common gentoo-netiquette says you should not sync more than once a day.  Users who abuse the rsync.gentoo.org rotation may be added to a temporary ban list."

Reproducible: Always
