Proposed ebuild for mapnik 3.0.13 using git.

The existing ebuild for mapnik fails to build due to a missing submodule. See https://github.com/mapnik/mapnik/issues/3246.

The attached ebuild fixes this.

Why cant we not use it normally and just do version bump? Is the git necessary?
