Virtuals don't build so they don't need build-time dependencies. Also nothing would prevent the package manager from removing the dependency once the virtual is merged.

If the dependency is needed, it should be moved to RDEPEND.

I moved it to RDEPEND in linux-sources-2.ebuild.  I put it in unstable across all arches, but will stabilizes it tomorrow.
