/root/.config/pulse/(machine-id)-runtime -> /tmp/pulse-xxx

I just found out, how it was created in root home.
(i definetly never launched any pulseaudio/sound application as root)
It's created by udev rule: /lib/udev/rules.d/90-alsa-restore.rules
It does not reproduce every reboot (i don't understand why; race condition?)

but this way always works:
udevadm trigger --type=devices --action=add

that is maybe because you have pulseaudio to be used by default as intended when alsa-plugins[pulseaudio] is installed :/

Are you still hitting this? In that case, it would be caused by alsactl restore... I think this would be an upstream issue then
