Pulses configure.ac checks for speexdsp(https://github.com/pulseaudio/pulseaudio/blob/v9.0/configure.ac#L1173), but the ebuild depends on speex itself.
Thus PA is built without speex support, if speexdsp doesn't happen to be installed, printing an aggressive warning while building:

You do not have speex support enabled. It is strongly recommended
that you enable speex support if your platform supports it as it is
the primary method used for audio resampling and is thus a critical
part of PulseAudio on that platform.

This seems like a bug to me, pulseaudio should depend on speexdsp instead.
